What is ECO4?

The ECO4 grant — the fourth phase of the Energy Company Obligation (ECO) — is a government-backed scheme designed to help low-income households make their homes more energy efficient and reduce heating costs.

Running from April 2022 until March 2026, the programme is funded by major energy suppliers, who must cover the cost of approved energy-saving improvements in homes across England, Scotland, and Wales.

ECO4 replaces ECO3 and introduces a greater focus on lower-income families, along with a stronger emphasis on whole-home efficiency and low-carbon heating.

How the scheme works

ECO4 is funded by energy companies and regulated by Ofgem, the government’s energy regulator. Ofgem ensures the grant is being delivered fairly, and that all work meets proper quality standards. 

TrustMark is the official government-endorsed body responsible for overseeing the technical and consumer protection standards – it’s important that the installer handling your case is Trustmark-approved and PAS 2035 accredited.

The practical delivery of upgrades is carried out by:

  • Local authorities
  • TrustMark-registered installers
  • Retrofit coordinators and assessors
  • Scheme support providers such as Warm Homes
